The car’s a Citroen Traction Avant :

The “machine gun” is a starter handle attachment - normally it wouldn’t stick out that far but they’ve taken the bumper off and fabbed a more upright grille. Dunno why they didn’t take off the handle attachment too -maybe they just liked the vibe.
